That's only partially true. Your key probably does contain all the separate season pass DLC and more, but not this specific one linked to the giveaway. The winner will not have it in their library after activating the key. They risk a suspension if they mark it as received, or they can't activate it at all as they could already own the Ultimate Pass like I do. You should have either picked one of the DLC that's actually included or asked support to add the package (which may never happen).
I do not think they really risk a suspension, personally I have a lot of owned DLC that don't show up as owned here on SG and have won one of them once, and even have won the same DLC twice in the past here.
Anyway, I will contact support and check with them in the future for similar issues

There was no appId for Ultimate pass, and the Ultimate Pass includes the 2020 Season Pass PLUS some other DLC
