I'd assume you somehow got a pre-purchase key for the game, as none of the other international versions listed on SteamDB show any German restrictions (with them having officially been removed from New Order back at the end of 2019, as part of Bethesda's continued removal of such in response to the allowance granted by the "social adequacy clause").

Interestingly, the SteamDB listings seem to suggest that the German edition may actually include both the German censored and intenational uncensored versions of the game, as both are listed under the relevant sub. So that could perhaps be something worth looking into further.
