Yep, apparently this happens with every pack / collection, as it does with all DLCs. I wish SteamGifts had a way to block people from entering a giveaway if they had all the games / DLC. I'd sugest saying something about it in the giveaway description, like "If the winner has [all the base games / more than $x.xx / everything] from this pack already, a new winner will be selected.".

no I do not - check again. I only own Risen 2 from this pack. Having badges and cards doesn't mean I own the game.
Or were you so kind as to gift me one while I was sleeping?..
