The base game is Profile Features Limited on Steam meaning that it doesn't show that anyone owns it which is going to prevent everyone from entering your giveaway.
Unfortunately, no. The base game needs to be owned by more users before Steam will change the label on it. If that happens, the DLC could be given away on Steamgifts.
