I have just looked through the first 5 pages of Steamgifts logged out. If I check any of the giveaways for DLC that I find, I am able to enter them if I have not previously won the DLC or if I have not hidden the DLC even if I own the DLC.

Steamgifts does not detect whether DLC are owned and always allows users to enter the giveaway if them match the requirements.

It's not an absolute as I have had DLC that doesn't appear here, DLC that does appear here and will say "already exists in account", as well as DLC that I have that lets me enter. Literally 3 outcomes as opposed to your idea of absolution. But hey, maybe I'm more active in regards to entering DLC giveaways.

DLC that doesn't appear isn't even being discussed so not sure why you feel that it is literally one of the possible outcomes. If it is possible for DLC to show "already exists in account", please provide an example of one that does for you.
