If it is an honest mistake due to a site or browser error (we often see accidental duplicates created) then he should delete the extras, yes. However there is nothing about it that is against the rules. This is an example of a frivolous report.

It's likely an accidental mistake for one of the reasons that I pointed out above. Notice how all the giveaways were created within the same minute.
Also, it should not be possible for a new user to create more than 3 giveaways, and he somehow made 4, so again it points to some kind of error. I don't know what causes this exactly as it has never happened to me, but it is not an unusual occurrence.
