Yes, the only abbreviations I recognize as US states are AZ (Arizona) and PA (Pennsylvania). Had to search for a list of what these abbreviations could be for countries. I can't imagine that a game would only be available for sale in certain US states.

You can restricted your GA to a chosen region but in that case, you can't "ban" multiple country of multiple region.
