Games from UK, US and EU are almost never region locked because we have the highest prices.
(We only usually get "locked" with AAA games)

If there is red tags on the gift saying that it's restricted, then you know.

Thanks LuckyLastLaugh, I looked at a guide to answer the question and it said look at the ID code on the steam page- apparently that tells you region locks. Your explanation was much more user friendly and helpful. :)
