Lots of people post GAs to their country's private group like German Giveaways that are region free but they want to give them to germans only.

It's not 'racist' unless you actually hate a lot of people, but plenty do the same here. It's also your money so you are free to give to who you want and people really have no room to complain.

Just with the recent changes I wasn't sure if it was a possible Steam Gifting issue.

(I'd also advise you to check your winners for non-activations or multiple wins if you want to re-roll for people who don't break rules, too

I have some addon that adds the links in the SG profile page to quickly check. It doesn't detect DLC though, I think.
