Good question. I think it would be better if the winner does not already have the base game. The deluxe content is only 10€ while the base game is 40€. If the winner already owns it I will request a new winner.

It's unfortunate that the Steam api can't recognize when someone owns a package (as it only reports standard game depots). Maybe would've been better to give this away as the base game and note in the description that DLC was included. That way, anyone that already owned it wouldn't even be able to enter, saving you from having to check manually.
