What I meant above was that steam doesn't report ownership of DLC (to SG and other places) well at all. They report it so badly, in fact, that I could own a DLC and still enter giveaways for it. (This is one of those times.)

The only way to make sure that the winner does not already have the DLC is to friend them on steam, go to the DLC's steam page, and look at which of your friends own the DLC.
If they already own it, I believe the correct action is to request a reroll. However, I am not quite sure, and would welcome the comments of others regarding the protocol.
