FYI are you aware of how gifting on Steam works? Particularly, how users in certain countries will not be eligible for the gift due to price differences.
This was brought up in another ongoing GA I have yesterday - tl;dr it's been a while since I've steam gifted on here/via trading but I haven’t had issues before with friends (US to abroad)…but if there is a regional problem, I will likely do a gift card or some other form of equivalent value so winner can obtain the game. It's likely in the future if this becomes an issue for me I won't bother with steam gifting anymore or restrict to just US but I'm not a fan of having to do a regional restriction :(

i actually believe, on sales games here no restricts, at least from Europe to another regions.
