Yep, but there's also the next rule in the guidelines:

Try to refrain from entering giveaways for packages if you already own the majority of the games contained within. The giveaway creator may request a new winner if they believe you own too many of the packaged games.

Which basically means that entering this GA is (probably) allowed for those who own the base game because it can be considered as a small part of the package (the base game was sold for 1$ by Fanatical a few weeks ago (https://www.steamgifts.com/discussion/tDiQY/)

It also means that you, as the creator of the GA, will have the final decision (because asking a reroll is allowed if you're not ok with that). That's why this person wants to know if you accept people who own the base game or not.

In short: its your choice, not a rule.

PS: I don't say that for me, I don't own the base game.

if you don't own the game then you can join.
entering Giveaway for other steam account is not allowed and may result in a ban from steam gifts or your steam account

"Can I enter a giveaway for a friend?
You should only enter to win giveaways for yourself, and if you win a game, it must be activated and redeemed to the Steam account you used during registration. If a friend is interesting in joining giveaways, they'll need to register for their own account."

I bought this game from Fanatical in a bundle.
I already own the game.

Yeah, I know. But this is a collection of a main game and all its DLCs.
I have the main game and I wanted to know if I can enter for the DLCs, because I don't have any, or if you want the winner to be someone who doesn't own anything, i.e. the main game.

It's okay, I won't enter, but you should check your winner if they own Tropico 5.

Thanks in the name of all who just own the base game. There are more instances of this problem, e.g. Zombie Driver HD. I hope you understood what choices you can make as the giveaway creator for packages/bundles of several games, game+DLCs, or just DLC bundles. If nothing is said, anyone can enter and be a valid winner if they don't own the "majority" of the package.

There are some of these "side rules" that are somewhat confusing at first, I also had to ask for a few.
