Hijacking first comment to point out that it is possible to activate cross-region DLCs.
I had a UK FNV versions before Bethesda split me into the "Russia" group (I'm not, I'm EU, but neighboring Russia). I purchased DLCs as gift to myself, because they were obviously incompatible.
I contacted support, and they changed the 'subscription' for my game. I would assume it's possible to do the same with DLCs in your inventory.
Switching the subscription causes you to lose all game-time and achievements though. Actual files just need to be moved and validated. Save also keep functioning.
