did you ask the winner and confirmed that its really the dlc ?!!
He won the game and later he made a giveaway with that game. Look his profile. (And too with the region restriction). Obviously it was the base game.

won the base game not a dlc and plus he did a giveaway of it
if winner doesn't mark it as not received for me it's legit
ok go to the winner page and you will see that he made the same giveaway of teh same dlc ;) even if its not a scum its against the rules to enter a giveaway of a game or a dlc that you already have ;)
he won in a giveaway made 6 days a go and made a giveaway of the same game he won in 6 days , isn't that a bit weird ? ^^
Since we can't prove it not much we can do I guess.
for me it doesnt need any prove cause its obvious + admins can prove it an he will get a ban ( the 2 of them)
