I want to advice that you set a minimum level for your future GAs, i recommend min. level 2, because each one that gave one, not free, game is, at least, level 1.
Easy solution to hold the worst rulesbreakers, win resellers, autojoiner user and bots outside (40% of the level 0 accounts have infractions for unactivated or multiple wins + the ammount of used autojoiners are much more as in higher levels).
And besides that it lowers the cases of problems with your winners.

Scroll down to the bottom and look at the "per level" info and you see 970k are level 0, only around 165k have a level, 113k of them are level 1. So around 15% of the members from sg gave something and only 4% gave more as 5 games.

This mentality sets a dangerous precedence that 'lv 0 = bad' and that ALL users (including the new and inexperienced) are expected to buy their way into the community before they should be allowed to participate in giveaways. A healthy community should actively welcome new/inexperienced users, not gatekeep with arbitrary levels. Everyone was level 0 at some point.
Besides, there are bots and autojoiners at all levels, not just 0. And to be fair, there's nothing wrong with giving to level 0 accounts. Most active users are level 0 and plenty of them are good people that are active in the forums and contribute to the community in other ways.

ROFL ... the extreme forum active level 0 users that contribute in other ways..... i think i can count them on one hand.
And after that i still miss the other 970k level 0 users.
A healthy community should not have a lot of autojoiners, multiaccounters, win resellers etc.. And te experience for new members shouldn't be Gas with the win chance of 1:2000 (around that is it now on level 0. When i joined sg it was around 1:400?, so it changed a lot to the worse)

Well most of that number are inactive accounts. So you're technically accurate, but not for the reason you claim.
So your solution is to encourage new users have a win chance of 0:2000? How does that help? That's literally the worst possible odds!
Uhh...you got a source on that number? Cause you joined during sg's peak, when GAs had some of their highest number of entries. What games are you trying to claim have experienced quintuple growth in popularity since then?
And just to pull an example from my own experience, I looked at Mirror's Edge (one of the first GAs I ever entered back when I first joined the site, but have never won). As a 'reasonably' popular game that still draws in thousands of entries, I think it can serve as a fair, surface level, benchmark.
