They upgraded base copy to anniversary edition for free for everyone two years ago. I don't think there is anyone that both can enter and don't have it already in the account. Similar situation to Mafia III DLCs
You can enter DLC for every base game you own. Does not matter if you own DLC itself. Steam does not provide information about ownership of DLC through API.
