Yes, I have the base game but not the DLC, technically I can enter the GA and (if I win) activate the key, gaining the DLC - but I wanted to know if you're ok with that. :-)

It is up to you (stonepig) whether or not to allow entry from people who own part of the pack. If you want to allow only people who do not own anything in the pack, that is OK. If you want to allow people who own only the main game (Civ BE), that is OK. If you do not care what people own, that is OK. This pack has three parts:

Civilization: Beyond Earth (base game)
Rising Tide DLC (expansion)
Exoplanets DLC (expansion)

Nope, not just Dark soul 3. Civilization: Beyond Earth – The Collection from Humble March monthly can be activated and run only in TW,HK,CN,SG,MY,PH,VN,TH,ID,LK,KH,LA,BN,MO,KR.

HB says that only DS III is locked (and, meanwhile, it's not) and says nothing about Civ BE being locked.

The Collection doesn't show any region lock.
The base game has a region lock for Asia (among others), and lists The Collection with region lock.
So, Humble Bundle more than likely is delivering region locked keys to Asian buyers.

I'll take my chances though ¯\_(ツ)_/¯
