I've posted some external giveaway here in the past. Did the rules updated/changed from that time? Or I was just lucky?
This way or another - terrible sorry again.
Those rules are generally for discussion threads or commenting on other people's giveaways. It's unlikely any action will be taken against you for what you post in description/comments of your own giveaway. You can make a discussion thread to double check that if you want to be extra careful
