That's not really true, if you make a group giveaway it's just a requirement to be in that particular group. People could join your group, sync their SG-Account with Steam and be able to join the giveaway

The FAQ said that the giveaway would only be visible to people that are already in my group.

Yeah, but that only means it won't show on the public list of giveaways for people who aren't in your group or just joined recently and didn't sync their account. And if people click on a link leading to the Giveaway, they will just get this kind of message instead of actually getting to the Giveaway: "You do not have permission to view this giveaway, since you're not a member of the required Steam groups."
Edit: Whoops, had the wrong kind of message, fixed it but it's basically working the same for whitelist and groups anyway ^^

That option (Public Group Giveaway) is only available on SteamCompanion, as far as I'm aware. You'd have to create giveaways there to publicly promote your giveaway with a requirement of joining the group.

You created a public giveaway. You can't ask this on a public giveaway. Make a ticket and delete this giveaway then create another with group linked. That's how this site works.

While you're allowed to create a public giveaway to advertise a group, you can't require the winner of the public giveaway to be in the group. After recruiting more members to your group, you can then create a group-only giveaway later on if that's what you wish to do.
If group recruitment is your goal, you should keep this giveaway up, but change the description.

As others have said you aren't allowed to set conditions like that for giveaways. See the last line from the guidelines below:
Rerolls are mainly used for bundles and game packages when the winner already owns a good portion of whats in it. You are free to promote your group here, but you can't require them to be part of it for this giveaway. Other than that welcome to the site and hope you enjoy it.
