Hello Speaker,
no one can answer on User Report.

If the winner didn't activate the key, you should click on "Request New Winner".
If he redeemed / used it, you should submit a ticket under "Request Received Feedback" category. You could add him on Steam then ask if there is an issue.

In both cases, you should provide some proof showing either you delivered the key or your attempt to deliver it.
