All I could find out about any region locking on this was that Japanese users buying the monthly bundle this came with (December) wouldn't get a copy of Dragon's Dogma. Other than that, no idea.
Brazil and RU/CIS have region-specific versions listed in steamdb, but that doesn't necessarily mean they can't activate ROW copies. However, the Steamgifts thread on the Monthly bundle does indicate region locking is active for both regions.

Probably only for regions like Russia + CIS & Brazil due to them being the only subs on SteamDB!
