It's not as simple as just checking the winners account in this case. I own Red Orchestra 2 and as such have access to the Rifleman class and as such Steam recognizes me as owning Rising Storm when in fact I don't. The same will apply to every single owner of RO2 as well.
EDIT: Added some images here where you can see the game isn't in my library. You can also see the store page showing it as owned but available through the Tripwire Bundle
Company of Heroes 2 has similar issues as there are are numerous ways to gain standalone MP access to certain factions which then leaves Steam thinking you own the game. In these cases the store entry itself is basically just a container with the actual game as a DLC.
You should check your winner, I have this and can still enter
