He gets $6 of REAL contributor value, they get 39.99 of BUNDLE contributor value - there is a difference.

Assuming you've hit the $25 BUNDLE contributor value threshold.

$6 of REAL contributor value (uncapped) is often better than
$39.99 of BUNDLE contributor value (capped at $25 + 0.2 * REAL contributor value)

i.e. most people giving away saints row aren't getting 39.99 of REAL contributor value unless they've given away a lot of non-bundle games.

Bundle game contributions are capped (as explained above), and it's very, very easy to hit the cap. So, the vast majority of people would get $0 by giving away SR3.
