You have 2 solutions for this kind of key:
1) give them away in forum threads like this one https://www.steamgifts.com/discussion/hK2kQ/orphan-keys-drop-thread or
2) try the key on your account: if you don't have the game, sadly it will be consumed and can't be given. But if you already own the game, you'll be able to find what game it's for (for instance using a browser extension like https://addons.mozilla.org/en-US/firefox/addon/steam-database/), and can then give the key while knowing what game it is for
