There is a specific version that only works in Germany.
They have weird laws about the presence of blood and swastikas in videogames, so developers are forced to make two versions of the same game ¯\_(ツ)_/¯
;P i'm from germany^^ the uncut version here is adults only (18+) and the swastika thing: we have a clear law forbitting them for propaganda. This law also defines the legal use: they are allowed for defending unconstitutional intentions, news, research and education and art.
I personaly think Games are covert by this. But this is also only for publishing games. But here they are blocking activation and playing of the international versions(=private use) for what there is like no law forbitting that.
edit thats btw. why movies are showing swastikas here also

I remember when Google had a coding contest for the launch of Android, and people from Italy and Canada could not participate because of some local laws regarding cash prizes.
Of course those laws only applied to gambling and raffles, but they decided to work around it "just in case".
