When I reported such game a month ago, I was told they won't since it's always been that expensive and unless they can find it somewhere else for way cheaper, the CV will stay full for this giveaway.
This is a part of the reply I got from a mod about a different game that was way overpriced as well:

"The problem is that at the moment the base price for the game has been steady at $195, as seen on the price graph
on Steamdb. We have no information that this game can be bought for anything less than $195 at the moment, so if someone gives it away we have to assume that they paid that much! (unlikely, I know)." If the price increases significantly or if we can find information showing it was sold very cheap on other sites, we can look at changing the CV again."
