And just to let you know, at least 40% of all users on Steamgifts.com are have violated the rules of the community and many more are either bots or autojoiners, which means that there is a great chance that you might encounter someone who fails to activate your gift for days, something which I have experienced multiple times for the past two years.
The next time you intend to giveaway an expensive gift, you should remember that simply raising the minimum level requirement to Lvl 1 will eliminate many of the problematic users. Very few people higher than Lvl 3 had ever caused problems in the giveaways.

Here's a simple correlation: The higher the level, the more money cheaters would have to spend on successful giveaways, the more money required, the fewer lazy and greedy cheaters you might encounter.
What few cheaters exist in the high levels can be easily blacklisted on a spot. While raising the minimum levels does not guarantee a smooth experience, it does at least block a majority of them from being able to take advantage of you.

On the subject of your discussion: I'd say you're both right in your own ways. Raising the minimum level requirement gets rid of a lot of low effort cheaters like bots and autojoiners. But there's still a lot of sneaky higher effort scum like full-CV-trash exploiters and more on the higher levels that need addressing as well. So a combination of minimum level and blacklist makes sense if you don't want to go the whitelist/small-groups-only route. And forum events with invite-only giveaways behind SGTools links are another alternative. Unfortunately there is no perfect solution and you will always exclude innocent members of the community as well.
