As someone from the US, I can't buy PlayerUnknown's Battlegrounds and gift it to someone in the UK.
A friend of mine in Canada just tried to buy Civ VI to gift to someone in Europe and was denied.
This will be a huge hassle for gifting in general via steam gifts.

Hi Aj, I'm writing to you here, because I know that when you're out of the house, the messages on the steam do not see them

He has done that spontaneously, freely, while investing time, resources, hosting and so on.
We are thinking about giving him a present to thank him for the effort and we would like to involve the whole group.
Obviously this is not mandatory at all, so feel free to participate only if you feel you want to do it.
The idea is simple: we will choose a game from his wishlist and we wil give it to him, while dividing the expense among all participants.
Probably the amount would be between 1 and 2 EUR per person, based on total number of participants.
Money will be collected by me or by Wintermute through PayPal (remember to use the "Send the money to Friends and Family" option to avoid transfer fees).

Basically, they did two things:
I did not have a problem in this case because the US price is higher than the Brazilian price and it is a ROW gift.
It is going to take a lot more planning for future gifts though because I can't promise something that I get a discount price on when we have people in other locales with higher prices that might win. Steamdb has good records of local store pricing but checking to make sure the US price is the most expensive of all is a long tedious step to add to every gift I plan to buy.
On top of that, I cannot buy at a sale price now to give away later because you have to choose the gift recipient at checkout.
The end result is that there will be fewer Steam Gifts giveaways for Steam Gifts, especially those that would be longer than a normal sale period. Also, expect more of those giveaways to be regionally restricted.
