"Company of Heroes 2 - Ardennes Assault is already in your Steam library." However the app ID for it is 317850. When I click directly from my game library, the app ID is 231430. 231430 is what SG reads in my game list, but not 317850. This is why no one can enter.
The reviews on Steam say "This DLC has its own DLC." SG has no way of detecting if you own DLC, and probably didn't even consider that Xzibit thought we would all like DLC so much that they would make DLC for our DLC.
I understand they don't want people entering comps for DLC for games they don't own, but people can enter DLC comps, even if they own the DLC, but can't, in this case, if they are eligible to activate the DLC, but don't own it.
I own the base game but it seems it's impossible to join the giveaway (that might be the reason for the 0 entries). Thanks anyway!

TLDR: SG can't check for the base game, because the base game is DLC.
