You don't need Train Simulator for this. This is sort of a beginner's bundle.

So if someone has the base game, are they still able to redeem this, or will they be denied due to already having the base game?

Adding to that:
Inclusion of the base game seems to be a standard for any "Edition" pack for the game, according to threads on the topic.

I imagine it's the fact that all DLC compilations include the launcher, that influences the publisher label their Steam cover images with the DLC banner [since after the first compilation purchase, it'll effectively be just a DLC pack]. Interestingly, it looks like even purchase of the base game is treated as a compilation purchase, with the included DLC packs changing along with which year the compilation is associated with [eg, Train Simulator 2019].
(It has been my understanding that the base game remains the same year to year, and simply updates its associated year, so the difference in DLCs actually seems to be the real distinction between yearly editions.)

The reason for this is so previous owners can buy the new version as a sort of DLC bundle. If it would be treated as the base game you wouldn't be able to buy it for your own account, only as a gift.
