Maybe it's some bug (the fact that you can enter the GA even if you alrealdy have it) from the SteamGifts with games that were removed from the store.

it has to do with the Steam API, as far as the Steam store is concerned the game doesn't exist anymore, so Steamgifts can't pick it up, just telling you so you are aware, the winner may already have this
