I'm a bit confused. It says I own the game ... but it also says I do NOT own the "full game" DLC, which has "N/A" as the price. Either way, I know I do not own the Deluxe Bonus Content or the Horror History Visual Filler Pack DLCs. Would you be okay with me entering this?

Are there several keys (main game, each of DLC?)
What happens with the main game key if someone uses it for just dlc? Just lost in the void :)?

Often there's just one key,not always,but often,so the base game would be lost then. Sometimes Steam is more complicated though and angrily won't let you activate it because you 'already own it',and then you have to essentially delete the one you own and activate the new one.
As far as entering just for DLC, it's up to the person doing the giveaway,some care,some don't.
