It's a steam key. But there is a chance that it's region restricted, I simply don't know. Though I didn't find a region restricted version on Steamdb. If it is region restricted I will not send you another one. You've been warned.

As it says in description I don't know is it restricted or not. My logic is that there is no mention of restricted Civ 5 on Steamdb. So it should be legal.
