I think its due to where your steam account was created or the billing address which can't be changed often and if changed just to activate a game it could lead to abuse/ban from what I have heard. Best to do what he is doing here on SteamGifts and gift to the region it belongs too. I also appreciate your giveaway and hope your luck is good in return!

And it's a global steam key on cdkeys. I paid with paypal so I don't think there is any problem.
