Steamdb says that it cant be purchased in germany and no cross region trading and gifting, so it should activate in european countries except germany.
Never had any problems but you are right, gonna check next time for region restriction.

Yeah Germany gets the short end of the stick whenever it comes to blood, violence and gore. (And Nazi imagery since video games are not considered art nor education here.)
