If you bought the gift in brazil, the it will be region-lock to south-america.
Steamgift only allows ROW gifts.

Oh then if its a gift in your inventory since 2011, then I guess it's okay.
Months ago Valve added the "region-lock" because some countries bought games cheaper than the USD real cost.
You'll see that the next time if you bought a game inside steam, it will say "This game is only for the following countries: Argentina, Brazil, Uruguay, (...)".
It happens to me since I'm in Argentina and it's only for South-america countries.
