Seems like the servers for this game went offline and isn't supported anymore. And there's no single player mode for this game, according to the steam reviews.

Apparently you are right, a player will have to work hard to find someone online, but the game has a single player mode, If the information page in the store is true.

I was just reading a friends review about it. Apparently even the single player is online so you can't play the game at all as the servers are shutdown.

According to one of the recent reviews:

“If you have Dungeon Defenders Eternity in your wishlist, don’t buy it – the servers are closed and the game is no longer supported. Since this iteration of Dungeon Defenders doesn’t have a true single player mode (offline), the game is useless now, since it can’t be played by any means. The remaining players listed on Steam Charts are people idling it for trading cards.”
