Game is 10 bucks and paid DLCs are around 15-16 bucks, not to count the DLCs which are retired and can't be acquired anymore. I only have the free DLCs (3 soundtracks) and IMHO it's fair to let people enter if they only have base game and maybe 1-2 DLCS at most.

In the end, you have the final say, but it's customary to say in the description who's allowed to enter, so people don't waste your time with a reroll or their points. Probably you know all this, but just in case I'm refreshing your memory.

What are the rules for entering to win Steam packs if I currently own a number of the games contained within?

We ask users not to enter giveaways for packages if they already own the majority of the games. This allows for winners that will receive the most value out of their gift.
