I'm The PAZAZE Dragon, One of the admins of a group called Quality Games Giveaways (QGG).I've noticed you as someone who is active in SteamGifts, and likes to giveaway (and win) high quality games. And I think you will be a good fit for the group.We started the group, because I didn’t like the fact that any decent game in SteamGifts gets so many entries, you have virtually no chance of winning, and the games you do have a chance to win, are not very good. Hi,
I saw that you do not yet meet the requirement for joining the group but I do hope that you will meet the requirements for the August recruitment.
That is an excellent question.
In our monthly giveaways, which are 1 mandatory giveaway per month each member is supposed to create, we do not allow region-locked giveaways.
The reason for this is:
As others are creating giveaways you can enter for a chance to win, so should your giveaways be open for other members to enter. This is only fair.
We don't allow level limitation for monthly giveaways for the same reason.
However, if a game is not available in a specific country (or a couple of countries) we do not consider it region locked.

This does not apply to any additional (non-monthly) giveaways you create in the group. Those can be region-locked, or level restricted.

Regarding the first part of your question: What happens if you give away a game and the winner cannot activate it because it's region-restricted:

You can put a warning in the giveaway description.
You can ask the winner to agree that you delete the giveaway (he needs to add a comment to the giveaway confirming this).
Theoretically, the winner can refuse - but that never happens, because we're a group of nice people (it's even in our rules), so not-so-nice people don't stay in our group for long.
