Welcome to the community. Bundle keys get a reduced value after they reach a certain amount. They also take longer to produce levels than non-bundled games. I don't know the specific formula but while you'll be able to work towards level 2 with bundle games it'll take a lot of them to get to 3+ than with games that have not been bundled.
It's better to not be concerned with things like that anyway. Steamgifts is not about competition and high scores. At least it wasn't in the beginning.
Humble bundle, indiegala, bundlestars, etc., and any games with a sale on Steam that (equals to?) or exceeds 90%. They all get a bundle tag and get calculated differently after they reach that quota.
