I purchased the Arma 2018 bundle from Humble bundle, activated all the Arma 2 keys (including the key for this DLC), came over to steamgifts, synced my account with steam, and was still able to enter this giveaway.
I do not know why.
oookay, i see what you mean. Hmm, but unless i can do some "magic" that i am not aware of, i think that's a you problem. I will look into the giveaway again (NOT DELETING AND RECREATING xD) and see if i can do something... otherwise, have you tried re-syncing with steam??

Yeah, I figured it was my problem. (I would never ask someone to delete and recreate a GA! :D I hope you didn't take my comments as asking that.)
Re-syncing with steam doesn't work. Maybe if I installed the game it would be cured? idk.
I know for the base Arma 2, there are two Steam urls for them that Dwarden said were the same content, just NA & ROW keys--and Humble gave me a ROW key which worked in the US.

But yea, perhaps installing the game will tell you it exsist in your account. But again if what Dwarden says is true, oh he's the DEV, then i will take his word for it as being to pieces of the same content in NA region and ROW (which means it is very likely that this DLC is a ROW since i dont live in the USA)... Hmm i didn't know that was a thing. Now i learned something. huh, thanks man xD
BTW, you didn't bother me. As a generous god (found the key included in something i purchased years ago xD) i Would belive it is my responsbility to make this GA work, so it's fine. no problem.
Idk why, but you probably ought to check your account before entering, as I can enter this despite already having activated it. :O
