You're on the right track. Any game that you make a giveaway for you are bound by site rules to give to the winner of the drawing. Also any game that you win here must be activated on your Steam account you use in conjunction with this site. This keeps the site firmly planted in the notion of "gifting" to others instead of taking advantage of others' generosity and re-selling the wins.

You can get most of what you need to know from the FAQ and Guidelines links at the top of the page, but a lot of other questions you can pick up by reading the forums.

Also if you visit the forums you will find topics that include giveaway links in them. These are private GAs and not visible from the normal list. So they also tend to have fewer entrants and a higher chance of winning something.
