I don't remember that a game ever made me cry, but I haven't played much emotional ones anyway.
I hear people get loads of feels from Life is Strange, Transistor, Bastion, To The Moon and others but I've never played any of those.

Well, Life is Strange, Crisis Core - Final Fantasy VII, Kingdom Hearts 358/2 days and Persona 3. I'm a sucker for sad games and usually get way too into their stories.

Pretty sad story here, and an underrated game, a very good one imo (if you like j-rpg of course ! :))
Brothers : a tale of 2 sons was pretty emotional too and really worth playing.

It's still on my to buy list, small problem though. I sadly don't own a PS3.
Heard a lot of great stuff about Brothers, that game will have to wait though, my wallet is crying in agony, thanks to life and stuff like that.

Nier is indeed PS3 only and that's a shame :(
I don't think we will ever see a PC port. PS3 was the last console I bought, and I will certainly miss some gems like Nier on console. But console gaming is far to expensive nowadays to be worth it T_T

Oh yeah, keep forgetting the winter sale is a thing, that will most useful.
Console gaming is expensive indeed, which is why I have this weird obsession with handhelds. They are usually a lot cheaper and so are their game. Best part, a lot of great older console games tend to get ported.

FFVI came pretty close with regards to Locke and Celes, but I can't think of any other instances. I couldn't tell you why, since I know I've been brought to tears by anime, TV Shows, and movies.
