Calling out users is against the rules. If you see a user infringing the rules, open a User Report ticket to report the issue.
Consider this a warning.

If you want to reach out to a user, you need to establish contact with them in ways that work. Mentioning their name in a giveaway, especially one that has ended over 10 months ago, does nothing.
Either you comment on one of their own giveaways, you send them an email or try contacting them on Steam.
