Be sure to check the winner's steam account, because people who have the game already can still enter. How DLC and deluxe editions are handled here is strange.

The issue isn't with SG, it's with the way Steam lists "owned" or not. When it's just a single item (the main game or any DLC just by itself) Steam will return an "owned" flag, and SG can read that and prevent you from entering it. When it's part of a bundle/collection/etc Steam doesn't actually send any "owned" flags even if you have everything in the collection, even if you purchased/activated that exact version in the past. Therefore SG has no way of knowing without adding a ton of code that would hunt down every item attached and verify them individually, on every item, for every account, which would take up a ton extra bandwidth, space to store the results, etc.
