I am 95% sure it is from intkeys.com. Witcher 2 is $16.99 on sale for 48 hours and they send you a scanned image of the game code when you purchase from them like LAUVz said he could give the winner. It is a legit giveaway.

Russian retail copies can be activated in steam. But I think they have regional restrictions ( and maybe not)

Can it be activated on Steam or not? Is it an unused key? Is it a retail copy that someone else could own physically later on and claim as there own, in which case putting our Steam account in jeopardy?
Please provide more info when you submit gifts on Steamgifts.com that are not giftable through Steam.
If he's talking shit about another member with no proof of his claims, only then to enter the giveaway. Then he's clearly trying get less people in the giveaway for himself to win.
