If you're wanting to check, make sure you add them as a friend on Steam (DLC purchases won't show up on the Games section on their Profile), and that they have the "games shown" set to Public, otherwise their game count will be zero.
Then go to the Store Page and click on this DLC. It will show which friends already own it.

As is the case with most DLC, one can enter even though one owns the DLC. So you might want to check your winner.
