I was told by support that they can't reroll because someone else could have the same issue. They said they can delete 1 copy from the giveaway if I gave permission, so I give permission.
No one can answer in User Report category. (that's why they replied to one of my giveaways)
You should return the gift to the giveaway creator then you must mark the giveaway as "not received".
You could send him a trade offer or you could send the gift to his email address."
