Well, you can't stop users from entering, but GA creators have full discretion over rerolling on grounds of partially owned content.

It's based on the site guideline of "Try to refrain from entering giveaways for packs if you already own the majority of the games contained within. The giveaway creator may request a new winner if you own a high percentage of the packaged games." but, in spite of the phrasing, established practice is that giveaway creators can reroll under any* condition where content is owned, regardless of if that content constitutes a majority or not.

* I believe that there's an exception if the package content can't currently be acquired outside of the package [typically either due to removed DLCs (eg, after a GOTY is introduced as a replacement for a base game) or a combination of exclusive package content and no available upgrade option]. That'd be something to confirm with staff if you ever get a giveaway with that kind of circumstance.


Due to the hassle it can create for both entrants and staff, it's typical (and respectful) to make sure any reroll considerations are listed within the description beforehand, but I don't believe it's actually in any way mandatory to do so. I think staff may push for a deletion if they feel the likelihood of valid participants is too low, however, as I seem to recall such occurring a few times in the past (though I believe those were actually within the context of unstated region restrictions [prior to the more precise region restriction toggles being introduced], so perhaps it wouldn't actually apply in this context).
